UAE-Guinea Mining Dispute Escalates in Arbitration

The investment dispute between Axis International and the government of Guinea has entered a new phase, following the company's announcement that the Guinean government failed to pay a financial installment related to international arbitration proceedings.

The investment dispute between Ras Al Khaimah-based "Axis International" and the government of Guinea has entered a new phase, after the company announced that the Guinean government failed to pay a financial installment related to international arbitration proceedings concerning the revocation of a bauxite mining license.

According to an economic report published on Friday, November 6, 2026, the company stated that Guinea did not pay the sum of $200,000, which had been due since September 1st to cover administrative expenses and costs for the arbitration tribunal of the International Centre for Settlement of Investment Disputes (ICSID), before the company stepped in to pay the amount on its behalf.

The origin of the case dates back to the Guinean authorities' decision to revoke mining licenses in May 2025, as part of measures to reorganize the sector and strengthen government control over mineral wealth.

Axis holds an 85% stake in a company that owned the rights to exploit a mine in the Boffa region, while the dispute was officially registered with the International Centre for Settlement of Investment Disputes in January 2026.

The case goes beyond a mere dispute over a mining license, as it raises questions regarding the protection of foreign investments and the stability of legal frameworks in resource-rich nations.

However, the non-payment of the installment, according to the company's account, does not constitute a ruling against the government of Guinea on the merits of the dispute, which remains subject to arbitration proceedings, with no final public ruling issued yet.
