Municipal Deficits in Algeria and Regulations for the Unemployment Benefit

The National Social Security Fund for Salaried Workers of Algeria settled the controversy this Saturday, October 24, 2026, regarding the scope of social coverage for beneficiaries of the unemployment benefit scheme, confirming that the granted benefits are strictly limited to health and maternity insurance, which allows for medical care and the free acquisition of medication through the "Chifa" card. These benefits do not include access to survivor's pensions for dependents or death grants, given that the subsidy is a temporary financial aid from the State budget aimed at supporting job seekers, and not a salary subject to full contributions.

These social regulations coincide with a structural financial crisis revealed by official reports published today, showing that more than one thousand municipalities out of a total of 1,541 municipalities across the entire Algerian territory find themselves in a situation of chronic financial deficit that threatens their ability to manage daily public services. This has prompted public authorities to approve a package of emergency measures to reform the municipal real estate exploitation system and review rental rates and local tax collection, in order to finance local development projects and ease the burden on the Public Treasury.
